What does a Salesforce consultant actually do that a developer does not?

A Salesforce consultant decides what should be built and why; a developer builds it. The consultant owns process design, requirements and the business case. Between them sit the solution architect, the technical architect, the business analyst and the administrator, four roles routinely collapsed into one line on a statement of work.

The distinction is not academic, and it is why the decision to hire Salesforce consultants is priced so unevenly. A technical architect exists because the platform has hard edges: Salesforce requires at least 75 per cent Apex code coverage org-wide before a production deployment will succeed, and every test that runs has to pass, whatever the coverage figure says. A test plan is likewise constrained by sandbox refresh intervals of 29 days for a full sandbox and 5 for Partial Copy. Salesforce's Well-Architected guidance is explicit that unremediated technical debt produces a poorly architected system, and that debt is created at design time by the roles above, not at build time by developers.

What changed for Salesforce advisory buyers in 2026?

Four developments change what a consultancy's credentials are worth as evidence. Four partner tiers became two on 3 March 2026, with 170 badges compressed into 28 competencies. Retirement of permissions in profiles was called off. Data Cloud took the name Data 360. Superbadges ceased to count as credentials.

Credentials now measure outcomes, not badges

The partner programme overhaul announced on 3 March 2026 retired Base, Ridge, Crest and Summit for a two-name scheme, Select and Summit, then compressed 170 badges into 28 competencies whose Accredited and Expert levels are derived from certifications held, projects completed and customer-satisfaction scores. Two firms here still show retired tier vocabulary.

Read a transition year carefully

During the transition a credential can be accurate, stale or untranslatable. The buyer-side reading published by HFS Research is that the reset changes how enterprise buyers qualify partners rather than renaming a badge. Ask which competencies a firm holds and at which level, not which tier it held last year.

A budgeted piece of advisory work vanished

Salesforce cancelled the planned retirement of permissions in profiles, citing customer feedback and feature gaps, reversing a deadline many 2026 roadmaps had costed. It still recommends a permission-set-led model and ships User Access Policies, so the work is optional hygiene rather than a forced programme.

The data layer was renamed mid-programme

Data Cloud was renamed Data 360 in October 2025 under the Agentforce 360 umbrella, and the product page now carries the new name. Design documents and data dictionaries written against the old name drift quietly. Ask which artefacts a firm has updated, not whether it knows.

A capability proxy weakened

Salesforce publishes more than 60 certifications, and over 2026 the superbadge was cut to a one-to-three-hour exercise and moved out of the credential category into skill demonstration. Anyone who treated a superbadge count as a proxy for capability is now reading a weaker signal, which throws the weight back onto deliverables.

What is out of scope

Day rates, named consultants, workshop formats, deliverable templates, security certifications and reference customers sit outside the assessment for all nine firms, since none of them can be re-derived across the whole set from material a reader can open.

Where the set is thin

Tenure and headcount are what these figures actually reward, which is the whole reason only 6 points ride on them. Knowing that a bench runs to 513 people tells nobody which individual will chair the process workshop or put a signature under the data model. The release plan is the artefact buyers most often accept as a formality, and the one with hard platform constraints behind it. Salesforce ships three major platform releases a year, and each lands on the org whether or not the plan anticipated it. What does the Salesforce advisory market look like in 2026?

One published estimate puts Salesforce services at USD 23.0 billion for 2026 and projects 15.6 per cent growth through to 2036. Within that total, implementation holds 41.7 per cent, Sales Cloud accounts for 34.2 per cent of application demand, and BFSI for 28.9 per cent of vertical adoption.

Those proportions describe the incentive problem in numbers. Implementation is the largest revenue pool in the Salesforce services market at 41.7 per cent, and advisory is not separately reported, because in most firms it is not separately sold. A category where advice is bundled into the largest revenue line is a category where advice will tend to recommend that line. The concentration in Sales Cloud at 34.2 per cent and in banking, financial services and insurance at 28.9 per cent also tells a buyer where process knowledge is most likely to be real.

The demand side is not in doubt.
